President Ilham Aliyev attended in the opening ceremony of Balakhani Industrial Park. The head of state got acquainted with progress of work Balakhani Municipal Waste Utilization Landfill.
Shahin Mustafayev, Minister of Economy informed head of state about work carried out.
Diversification of economy and development of non-oil sector represent one of the priorities of socio-economic policy pursued in Azerbaijan. Under the leadership of President Ilham Aliyev, significant work is carried out in this field in our country.
From this point of view, besides other sectors of economy, special attention is paid to the industrial development. In accordance with the implemented industrial policy, hundreds of modern industrial enterprises started to operate and new industries have been established in our country, demand on the local products and the volume of exports has significantly increased. Dependency on raw material imports is reduced, resources and energy are saved as the result of development of new industries based on modern technology and advanced experience such as waste recycling. So, this is great opportunity for the growth of “green economy” in the country.
It should be mentioned that Balakhani Industrial Park was established by the Decree of President Ilham Aliyev signed on December 28, 2011 and its purpose is to create favorable conditions for entrepreneurs and potential investors in the field of recycling. “Tamiz Shahar” Open Joint Stock Company of the Ministry of Economy has been appointed as a managing organization of Balakhani Industrial Park by Decree. 7 hectares of land have been allocated for the establishment of the park in Balakhani settlement. Establishment of Balakhani Industrial Park serves the purpose of expanding the production of highly competitive industrial products based on high technologies, improving non-oil sector, including the development of “green economy”, increasing employment of the population, improving the ecological situation in Baku and surrounding settlements.
Also, some concessions have been made to residents of Balakhani Industrial Park, as residents of other industrial parks. Residents are exempted from profit, land, property tax for 7 years; technical and technological equipment and devices imported in the industrial park for the purpose of setting of production area and production of goods are exempted from VAT and import duties. Establishment of infrastructure facilities and construction of industrial buildings adapted to the needs of the residents were carried out at the expense of state funds. Furthermore, external and internal infrastructure has been built for residents in Balakhani Industrial Park- roads, electricity, gas, water, sewage and communication lines have been constructed, necessary communication system has been established, production areas, offices and operational buildings have been constructed. 15 industrial buildings with total area of 12,000 square meters are fully available for use of residents. As Industrial Park is close to Landfill and Waste To Energy Plant, as well as to main transport junctions, it paves the way for logistics, raw materials and power supply, also creates favourable conditions for putting the product on the market. Currently, 23 million manats were invested by 5 residents of BIP engaged in the field of recycling of used motor oil, waste plastic bottles, paper and cardboard products, waste plastic materials, sponge waste, who invested 23 million manats.
About 400 permanent jobs will be created in Balakhani Industrial Park at the initial stage.

Head of State got acquainted with enterprises of Balakhani Industrial Park. One of the residents of Industrial Park is “Az.Ekol.” LLC. The enterprise will operate on the production of plastic scraps, obtained from the recycling of plastic PET bottles. The total investment amount of the project is 1.5 million AZN. Annual production capacity is 1500 tons. More than 30 permanent jobs will be created in the production sphere. The enterprise plans to export high quality plastic scraps obtained from plastic bottles during production process. In the future it is planned to produce plastic thread, which is the end product of scraps.
Significant measures have been taken in the diversification of economy and development of non-oil sector according to orders of President of Azerbaijan. Investments in this area give a comprehensive boost to the expansion of the production of high-quality domestic products. Establishment of “Az.Ekol” can be considered a significant contribution to the development of this field that meets competitive and modern standards. Realization of such projects demonstrates successful and continuous fulfillment of the tasks given by the Head of State.
President Ilham Aliyev got acquainted with the activities of “Ekokat” LLC-the other resident of Balakhani Industrial Park. The enterprise will be functioning on the processing of used engine oils. Annual production capacity of the enterprise, with 1 million manat investment is 3,000 tons. The resident was granted with 200,000 manats of preferential loans from the National Entrepreneurship Support Fund of the Economy Ministry, thanks to which they could purchase Turkish and Chinese-made equipment. The resident began to conclude contracts for the collection and processing of used motor oil. It is possible to produce 88% of usable engine oil from recycled engine oils with technological and chemical processes. These oils will meet all the standards of large-capacity vehicles and agricultural machinery engines. Along with the base oil, diesel fuels will also be obtained during the production process which will be aimed at the meeting of fuel demand of the production. The remains can be used as a bitumen substitute in the production of asphalt, Ruberoid and so on. Besides, recycling of engine oils or lubricants used in the rapidly growing car and other vehicles in our country will prevent the environmental pollution.
One of the residences of Balakhani Industrial Park is “Çapar” polygraphic enterprise that belongs to an individual entrepreneur Etibar Eminov. President got familiarized with the enterprise closely. It was noted that printing-polygraphic products will be produced here using waste paper. Overall investment amount of the enterprise is 1 million AZN and annual production capacity is 348 tons. The enterprise has already started to accept the orders.
The head of the state got acquainted with the activities of “METAK” LLC-the other resident of Balakhani Industrial Park. The enterprise will be functioning on the production of different plastic packaging products as a result of recycling waste-plastic products. The project of “METAK” LLC, with the overall investment amount of 17 million AZN, granted 1.2 million AZN from the National Fund for Entrepreneurship Support of the Ministry of Economy. Production lines purchased from Europe, Turkey and China were installed in the Industrial Park. Annual production capacity of the company is 12 thousand tons. There will be over 140 permanent workplaces here.
One of the residents of Balakhani Industrial Park, “FORIELLA” MMC will carry out recycling of sponge waste and furniture production. The state support was provided to the establishment of the enterprise with a total investment value of 3.5 million AZN. 2 million AZN soft loans were allocated to this enterprise from the National Fund for Entrepreneurship Support. Annual production capacity of the institution is 3,000 sets of living room, bedroom, and kitchen furniture, as well as 100,000 chairs and 10,000 tables. 150 people will be employed in the enterprise.
Taking into account the interest of entrepreneurs, work is currently underway to expand Balakhani Industrial Park’s activity. Entrepreneurs engaging in recycling of polyethylene and polypropylene waste, cartridges, adhesive ribbon production from polyethylene waste recycling, biodiesel production as a result of recycling of oils, coal production from wood processing, fertilizer and fodder production from food wastes, packaging products from paper wastes for fruit and vegetables have already appealed to operate in the Balakhani Industrial Park.

Then President Ilham Aliyev familiriazed with Balakhani solid waste disposal landfill.
It should be noted that Balakhani landfill, operating from 60s of the last century was transferred to the balance of the “Tamiz Shahar” Open Joint Stock Company of the Ministry of Economy in 2009. The source of regular fires has been detected and prevented in a short time as the result of proper deployment of wastes in the landfill covering 120 ha area. A security system has been established to ensure the safety of the landfill, grounding and smoothing work have been carried out in the landfill and the view of the landfill has been completely changed by developing greenery in the surrounded areas. Proper deployment and disposal of wastes in Balakhani landfill have been provided within the framework of the “Integrated Solid Waste Management” project implemented jointly with the World Bank. Municipial solid wastes brought to the landfill are placed on special cells in accordance with international sanitary norms and when the cell is filled, wastes are coated with geomembrane and geotextile layers for isolating wastes from the environment and greenery is created by sowning on vegetative soil. Wash discharged from waste is used for irrigation after turning into technical water through special filters. 2 MWt/h of electricity is generated per year through a special generator from biogas originated as a result of decay of organic waste.
It should be noted that International ‘From Waste to Art’ exhibition kickes off every year at the State Historical-Ethnographic Reserve “Gala” with the initiative of the Heydar Aliyev Foundation, with support of “Tamiz Shahar” JSC, IDEA Public Union, State Historical-Architectural Reserve of “Icherisheher” and “Q-Gallery”. The exhibition has been taken place since 2012. More than 100 artists from 30 countries have participated in 5 exhibitions till today.
Vehicles that bring waste to Balakhani waste disposal landfill are washed and disinfected after discharging waste. Wash and disinfection station with 4 cabins has been set up in accordance with international standards and has the capacity to serve over 400 vehicles per day. “Integrated Solid Waste Management” project has been awarded by the World Bank for its successful implementation.
